Emmanuelle Mignon, former member of the French Conseil d’Etat (supreme administrative court), is joining August & Debouzy as a partner. She will work with the Government, Regulatory and Environmental law team, which was recently strengthened by the arrival of Vincent Brenot and will now have 7 lawyers, including 3 partners.
Their concurrent arrivals and complementary backgrounds confirm August & Debouzy’s ambition to further deepen its government, regulatory and environmental law capabilities. The team in charge of this practice handles all aspects of public law matters, including general administrative law, constitutional and European law, governmental contracts (procurement contracts, public service delegation contracts, public-private partnerships (PPP), complex contractual transactions and public state-owned domains), expropriation law, public finance and environmental law. Emmanuelle Mignon’s technical skills combined with her understanding of government processes are of significant value to the firm’s clients, in both transactional and litigation matters.
Emmanuelle Mignon, who graduated at the top of her class from ENA (the renowned French school of public administration), has started her career at the Conseil d’Etat, and later worked successively alongside Nicolas Sarkozy at the Ministry of the Interior, the Ministry of Economy and Finance and when he was in office as president. In becoming a lawyer, Emmanuelle Mignon wishes to be more involved with the complexity of legislation in the business environment. “I wanted to become a lawyer in order to get more closely involved with the key economic players, in an increasingly complex legislative and regulatory environment where risk factors are more critical than ever”, states Emmanuelle Mignon, partner. She adds, “Joining August & Debouzy’s Government, Regulatory and Environmental law practice is all the more exciting because the team is rapidly developing and it’s really exciting to be a part of its growth.”

About Emmanuelle Mignon:
Emmanuelle Mignon graduated from the highly regarded ESSEC business school (1990) and from Institut d’Etudes Politiques de Paris, the prestigious Paris Institute for Political Studies (1992). She then graduated at the head of her class from ENA in 1995. After graduating from ENA, Emmanuelle Mignon joined the Conseil d’Etat where she successively held the positions of rapporteur (junior judge) in the Rules of Procedure Division, head of the documentation center and commissaire du gouvernement (independent judge who renders impartial opinions on cases before the Conseil d’Etat). In 2002, she was appointed advisor to the office of the Minister of the Interior, Nicolas Sarkozy, whom she followed when he became Minister of Economy and Finance, then during his presidential campaign in 2007, and then as president (2007-2009). She later spent nearly two years at EuropaCorp, Luc Besson’s corporation, as director of strategy and development and as corporate secretary. After participating in Nicolas Sarkozy’s second presidential campaign in 2012, she went back to the Conseil d’Etat. She was appointed as State Advisor in April 2013. She teaches French and European public law and public governance at the Institut d’Etudes Politiques de Paris.
