Government Regulatory

Environment

August & Debouzy advises various economic operators (water, mining, quarry, energy, transport, waste companies, etc.) on the law applicable to their activities having an environmental impact, regardless of whether or not they are part of a wider transaction calling for advice in other areas. We endeavour to provide the best legal solutions to control technological, health and environmental risks, while taking into account environmental tax issues.

Administrative law

August & Debouzy has renowned experience in administrative law applicable to property matters, from a town planning or state-owned land perspective. We act mainly for companies, but also for local authorities and territorial state-owned entities, in their development or construction operations, or in the reform of major infrastructure operating structures (ports, airports, works of art, etc.).

Public finance

August & Debouzy conducts, for its public and private clients, audits of relations between the public authorities and their satellite structures, particularly when de facto management risks are involved (monitoring associations, partly private/state-owned companies, etc.), and provides assistance before the competent financial authorities.

Expropriations

We advise on matters relating to property law and its impact in projects involving expropriation for public use, particularly in the case of major infrastructure projects.

Public procurement

We have a solid reputation in public procurement matters and assist private companies and public authorities in this area. We specialise particularly in the procurement of IT services, military equipment and services, building work and ordinary supplies.

Complex public contracts (PPP, PFI)

We have broad experience in all matters relating to the tendering and performance of various public contracts (procurement contracts, delegations of public services, agreements for occupancy of state-owned land) and complex contractual transactions concomitantly involving aspects of the law on public contracts, state or privately-owned land, town planning and finance. We advise our clients (mainly companies) throughout the various stages of public contracts, from their drafting to post-contractual relations.

Privatisations

August & Debouzy has experience in monitoring, from a legal perspective, the liberalisation of traditionally monopolistic or regulated sectors. We advise companies and public entities on changes in their status, creating subsidiaries or developments in the legal framework applicable to their activities, particularly in the energy, transport and electronic communications sectors.

Local authorities

We have a good understanding of local authority issues considering the public offices held by several of our partners.  August & Debouzy offers expertise in the law applicable to local authorities, particularly regarding economic interventionism and company aids, and in town planning and development law.
