Towards a possible easing of EU State aid rules: initiative by Ms. Vestager

The Vice-President of the Commission and Commissioner for Competition, Ms. Margrethe Vestager, has proposed a new framework for State aid to respond to the challenges posed by the United States´ adoption of a $369 billion climate and energy package of subsidies to support its industry. In a letter dated January 13th sent to the finance ministers of the EU, the Vice-President proposed a new "temporary crisis and transition framework", to simplify State aid rules for green projects, and in particular for "all renewable energy technologies". The hydrogen and electric vehicle sectors could also be exempted from State aid notification requirements under the EU’s general block exemption regulation. The new framework could also offer “anti-relocation aid” in a bid to prevent firms from leaving the bloc to seek more favorable conditions abroad. Specific provisions to support new investments in production facilities, including tax breaks, are also being envisaged. Ms. Vestager has asked member countries for their feedback on her proposed changes by January 25th.
